The overall aim of the “Habiter et mieux vivre dans les non-lotis Phase 2” project, financed by AFD and the Fondation Abbé Pierre (total budget: 750 k€), is to integrate non-housed neighborhoods into the urban fabric, and to give residents a voice in the process that gives them access to decent housing that respects the environment and helps reduce poverty in Burkina Faso, Senegal and Guinea-Bissau.
Purpose of the assignment: The selected auditor will be asked to express a professional and independent opinion on the financial report drawn up by CRAterre for expenses incurred in the framework of the project. The auditor will: (i) Comply with the list of verifications to be carried out, (ii) Ensure that the financial report complies with the model required by AFD, (iii) Ensure the eligibility of expenses incurred during the project and reported in the financial report, (iv) Give an opinion on compliance with the procedures listed in the Financing Agreement with AFD and in the methodological guide to AFD\\\\\\\'s CSO support system; (v) Certify the financial report to be submitted to AFD.
Mission schedule: as the project is divided into two phases, the audit will be carried out in two stages. The first will cover expenditure on Tranche 1 (from February 01, 2023 to March 31, 2024), and the second will cover the remainder of the project.
Application file: Technical + financial proposal. The associate signing the report must be a qualified chartered accountant and member of the professional associations of Chartered Accountants. Associate staff must have experience in project audits financed by French public donors. Application of recognized professional standards (IFAC, IDEAS, etc.).
