Objectives

On 8 September, Morocco was hit by a violent earthquake in the High Atlas. Several thousand deaths were reported, as well as widespread destruction. Following the example of other disasters, the Fondation de France appealed for solidarity and raised funds to help the victims and contribute to the reconstruction effort initiated by the Moroccan authorities and stakeholders.


The Fondation de France was quickly focussed its efforts on identifying and supporting programmes to help the population run by local associations with whom it has a long-standing partnership in the Al Haouz area affected by the earthquake.


Building on the partnership established with CRAterre at the time of the Gorkha (Nepal) earthquake in 2015, the Fondation de France asked CRAterre to join the first field mission to help to analyze the needs of its partners through field visits and exchanges with stakeholders. In particular, the aim was to gather sufficient information about the damage caused by the earthquake and the various available options for "rebuilding" all or part of what had been lost or damaged in relation to local dynamics. The next step was to draw up post-disaster intervention scenarios taking into account the specific characteristics of the intervention zone and considering the phasing of projects after assessing needs, capacities and urgency.


A second mission carried out by CRAterre enabled to meet a number of reconstruction actors in order to see how the initiatives taken by each could complement each other and be brought together.
