Contexte

Since 2010, the Fondation pour le Logement des Défavorisés (FPL) and CRAterre have been working in partnership to help the most disadvantaged people gain access to decent housing. In June 2023, the FPL renewed its trust in CRAterre for a further three years. This gave rise to the ‘Networking to promote access to decent housing’ project, the aim of which is to support FPL's international partners in developing methods and tools to improve the response to people's access to decent housing.

The aim of this project is to support FPL's international partners in the development of methods and tools to improve people's access to decent housing. The project has 2 main focuses.

The first involves providing CRAterre's expertise to FPL's partner organisations that express a need for it.
The second involves coordinating the network of FPL partners in order to co-develop methods and tools relating to housing, associated with the themes of respect for production methods, gender and climate change.

Objectives

The project to support post-flood reconstruction and improve housing conditions is designed as a ‘post-emergency’ response to the floods that affected Kaédi in August 2022. Within the municipality, 2,700 people were affected, leading to the temporary rehousing of the most vulnerable families in schools. This project forms part of the wider Urban Transition Support Programme (MAVIL) and thus aims to provide a localised response.

The overall objective of the project is to prevent and reduce the negative effects of climate change on the most vulnerable populations in Kaédi. To achieve this objective, several activities are being implemented, namely: multi-stakeholder consultation workshops, a household survey, training sessions for craftspeople, and support for the post-flood reconstruction of the homes of around forty households affected by the severe weather.

Results

TECHNICAL SUPPORT FOR RECONSTRUCTION PROJECTS

  • Management tools
    • Creation of three quotation templates (cement / adobe / shed)
    • Creation of a site report template
    • Creation of a stock issue form template (tools made available to bricklayers)
    • Creation of a summary table for site management
  • Site monitoring
    • Meeting with beneficiaries to prepare the sites prior to works (clearing undergrowth, demolition, access to
      water) and mark out the excavations according to the specified dimensions
    • Verification of quantities based on reconstruction requirements and approval of quotations
  • Procurement
    • Meeting with and comparing different adobe brick producers
    • Optimisation of material quantities (project cost savings)
    • Setting up a loan scheme and arranging for the repair of tools made available to bricklayers

  • Interactive workshop
    • Meeting with a number of beneficiaries and neighbourhood committees
    • Discussions about banco and understanding the local population’s views on this construction technique
    • Identifying potential dissemination tools (possible channels)
    • Identifying key contacts (influencers)
    • Writing a workshop report
  • Training site
    • Organising a training course for bricklayers
    • Managing participant registrations
    • Preparing the modules (bricklaying and rendering) and sourcing the necessary materials
