Contexte
Since 2010, the Fondation pour le Logement des Défavorisés (FPL) and CRAterre have been working in partnership to help the most disadvantaged people gain access to decent housing. In June 2023, the FPL renewed its trust in CRAterre for a further three years. This gave rise to the ‘Networking to promote access to decent housing’ project, the aim of which is to support FPL's international partners in developing methods and tools to improve the response to people's access to decent housing.
The aim of this project is to support FPL's international partners in the development of methods and tools to improve people's access to decent housing. The project has 2 main focuses.
The first involves providing CRAterre's expertise to FPL's partner organisations that express a need for it.
The second involves coordinating the network of FPL partners in order to co-develop methods and tools relating to housing, associated with the themes of respect for production methods, gender and climate change.
Objectives
In Kenya, PADEM supports the work of KGSA and LEC in implementing a project aimed at providing access to decent education and housing in the slums of Nairobi : Mathare, Kibera and in Busia County. The three-year programme, funded by the Fondation Pour le Logement, seeks to achieve the following objectives:
- To develop a ‘model neighbourhood’ for 5,207 residents of Kibera in Nairobi, Kenya
- To develop a ‘model neighbourhood’ for 8,466 residents of Mathare in Nairobi, Kenya
- To develop a ‘model rural area’ for 3,000 residents of Busia County, Kenya
The aim of CRAterre’s mission was to consolidate the progress made in implementing the housing project and to document the lessons learnt and best practices for the development of a second phase of the housing programme.
Results
- Inspection and functional and technical assessment of buildings: construction methods, safety, hygiene, water usage and kitchen equipment;
Analysis and evaluation of the contractual documents drawn up; - Individual and group discussions with the beneficiaries of the buildings constructed or renovated and potential future beneficiaries of the housing programme;
- Analysis and mapping of social housing programmes run by the government and other organisations;
- Formulation and discussion of recommendations for a future programme, taking into account issues of safety, water management and hygiene, energy, and resilience to climate change and weather conditions.
- Discussions with all stakeholders (local authorities, organisations, businesses and tradespeople, etc.) and participation in other activities organised by local partners
- Establishing contact with other local organisations / UN-Habitat
- Hosting, organising visits and assisting with the supervision of engineers from the Artelia Foundation (WASH and solid waste management)
